In Wales, as well as other parts of the UK, you can make extensions and alterations to your property without needing to submit a formal planning application. This is known as 'Permitted Development'. This includes alterations to your dwellinghouse, extensions, outbuildings, hardstandings and all other works within the land immediately surrounding your dwellinghouse.
A good starting point can be to consult the Guidance documents available from the Welsh Government as well as the interactive house available on the Planning Portal. If in Wales you will need to make sure that the 'welsh' site is activated in the top right corner as rights differ across nations within the UK. With Local Planning Authorities under more pressure to make decisions on planning applications in a timely manner and resources stretched they will not always be able to provide you with advice about whether or not planning permission is required. Some operate free informal advice over the telephone or in person whilst others don't operate an informal service. This gives the homeowner two options.
